ARCHITECTURAL DESIGN | +10 METER _INTO THE OPEN _Design of a performant »Highline« for a diverse and inclusive urban society | Location _Deutz Harbor _Cologne

Development plan for the conversion of the port area DEUTZER HAFEN

In 2015, based on the findings of a feasibility study, the Cologne City Council decided to transform ‘Deutzer Hafen’ into an office and residential district. Living space for up to 6,900 residents and 7,000 jobs are to be created here. The most convincing plans were submitted by Copenhagen-based COBE Architects. Among other things, the design impressed with the successful integration of the industrial port heritage, which was not only expressed in the preservation of the crane runway and the former unloading crane. The COBE design also deliberately incorporates motifs from the port and the mill buildings located there, making them the DNA of the new district.

At the center of our design project is the former crane facility of the Weiler company. The steel trader Carl J. Weiler operated a large crane facility in the Deutz harbor, which extended beyond the quay wall into the Deutz harbor. This allowed barges, rail cars and trucks to be loaded and unloaded.

TIME AS A FUNCTION OF SPACE

The location could hardly be more prominent. We have the opportunity to design and program an attractive urban „platform“ about 10 meters above the ground, 175 meters long and 33.50 meters wide, which, located in the center of the newly designed quarter, will foreseeably develop into a cultural and inclusive meeting place for all Cologne residents. The existing structure protrudes into the Deutz harbor basin in the west and - due to a newly proposed extension in the east - extends into the so-called Pollerwiesen. The Pollerwiesen are both flooding areas during Rhine floods and a popular excursion destination. People go fishing, barbecuing, jogging, swimming and relaxing there, birthdays are celebrated and, when the wind is right, dozens of kites take to the skies. In summer, sheep graze on the meadows, fascinating children and adults alike. The view and the panorama from the eastern end of the platform over the Rhine and the constantly passing ships across to the ‘Rheinauhafen’, to the large warehouse buildings there, to the iconic ‘crane houses’ and up to the cathedral is breathtaking. To the south, the view extends as far as the Siebengebirge.

Even as a pure surface, this place, 10 meters above the ground, would be a floating, suggestive, spatiotemporal event. Our design will also deal with the development and programming of this area (and the space below). In addition to the obvious functions of such a prominent excursion site, the history of the harbor, its cranes, rails, bridges and industrial architecture as well as the history and function of the Ellmühle will play a design-conceptual role.
